Bugs. Scale. Yuck

UPDATE: I've been told by several people (thanks Mom) that this is scale. I picked them off by hand and they keep coming back, so I might have to try an oil spray.

This tree was given to me with almost no leaves, and about 1/2 of it's branches completely dried up and dead. I've been fertilizing it and keeping it in the greenhouse for about 4 months.
